(1) General Qualification Requirements
1.5.1 must comply with Article 22 of the Government Procurement Law; 1.5.2 must possess a valid and legally recognized business license, tax registration certificate, and organization code certificate (or a unified "three-in-one" business license); 1.5.3 if the supplier is not the manufacturer of the equipment being procured, it must provide a sales authorization letter and an after-sales service commitment issued by the equipment manufacturer or its official distributor in China specifically for this project; 1.5.4 must hold either a Medical Device Production License or a Medical Device Distribution License, along with an imported Medical Device Registration Certificate or an imported Medical Device Registration Form; 1.5.5 if the legal representative attends the negotiation, they must present their ID card; if an authorized representative acts on behalf of the company, they must provide both a power of attorney signed by the legal representative and the authorized representative’s ID card; 1.5.6 the supplier and its legal representative must submit a written declaration confirming that they have had no bribery-related criminal activities within the past three years as part of this bidding process; 1.5.7 joint bids are not accepted for this project. -
