Project Engineering Management
Project management for engineering projects refers to the process where an enterprise specializing in project management (hereinafter referred to as the project management company), acting on behalf of the owner and per the terms of a contract, provides comprehensive or phased management and services throughout the entire lifecycle—or specific stages—of the project's implementation and organization. Some companies, however, also manage their own construction projects directly, handling both construction and ongoing management internally. These entities still fall within the scope of project management, with their operational approaches and processes closely aligned with those of traditional project management firms. Importantly, project management companies do not directly enter into contracts with the general contractor or other entities involved in the project—such as surveying, design, supply, or construction firms. Instead, they may assist the owner, as agreed upon in the contract, in negotiating and signing contracts with these parties. Additionally, project management companies are entrusted by the owner to oversee the proper execution of all contractual agreements. The specific methods, service details, authority levels, fee structures, and responsibilities associated with project management are all explicitly outlined and agreed upon between the owner and the project management company in the formal contract.
