Shanxi Introduces Innovative Measures to Standardize Government Procurement Evaluation

On October 31, the cross-provincial remote and geographically dispersed bid evaluation for the "Supervision Project of Yunnan Normal University's Discipline Inspection and Supervision Academy Construction" was successfully completed. Hosted primarily by the Yunnan Provincial Public Resources Trading Center and supported by the Hubei Provincial Trading (Procurement) Center, this project marks the first nationwide initiative—conducted in accordance with the latest national standards and jointly implemented by provincial-level centers across provinces. It also represents the first tangible project to follow the recently signed, regularized cross-provincial cooperation agreement between Yunnan and Hubei, while serving as a concrete example of Hubei’s ongoing efforts to deepen its national pilot program aimed at normalizing remote, geographically dispersed bid evaluations.
Remote, geographically dispersed bid evaluation is an innovative initiative aimed at breaking down regional barriers and optimizing resource allocation. At its core, it leverages digital technologies to enable the cross-regional sharing of high-quality expert resources, effectively preventing the phenomenon of "evaluators becoming permanent committee members." This approach builds a robust safeguard against personal connections influencing decisions and safeguards against conflicts of interest, thereby ensuring fairness and transparency in the bidding process from a systemic perspective.
On August 8, 2025, Wuhan and Guangzhou successfully completed the nation’s first inter-provincial collaborative project under the new national standards for remote, geographically dispersed bid evaluation, with Wuhan serving as the main venue and Guangzhou as the secondary site. Li Xiaolin, Executive Vice President and Chief Expert of the China Association for Bidding & Tendering, highlighted that this initiative thoroughly validated the scientific soundness and practical applicability of the country’s new remote, geographically dispersed bid evaluation standard system.
By the end of September, regions in Hubei Province such as Huanggang and Suizhou served as sub-venues, while Xuancheng and Chuzhou in Anhui Province hosted the main venues—both successfully conducting cross-provincial remote bid evaluations between cities and prefectures. As of late October, centers at all levels across Hubei Province had completed a total of 15 cross-provincial remote bid evaluation projects under the national technical standards, with transactions totaling 247 million yuan. Hubei has thus become the first province where both its main and sub-venue systems fully comply with the national technical standards for remote, off-site bid evaluations.
As the first province in China to achieve technical standard adaptation on the national tendering and bidding public service platform, Hubei has completed the upgrade and renovation of its remote, geographically dispersed coordination system, as well as the transformation of its remote bid-evaluation rooms into a seat-based model. While adhering to national technical standards, Hubei can now serve as a sub-site, collaborating with Anhui and Yunnan to successfully carry out project evaluations. At the same time, acting as the primary venue, it can partner with Guangzhou to ensure the effective implementation of these standards—creating a replicable "cross-provincial collaboration model" that can be scaled across the country.
Currently, the normalization and standardization of remote, geographically dispersed bid evaluations have already yielded multiple benefits: At the resource-allocation level, they break the uneven regional distribution of expert resources, ensuring that projects in remote areas can also access high-quality expert support. On the cost-control front, "nearby evaluation" practices help reduce expenses related to travel and accommodation for experts. And in terms of regulatory effectiveness, the fully digitized, traceable process—combined with a clear division of responsibilities between primary and secondary venues for oversight—has further enhanced both transparency and the efficiency of the review process.
A relevant official from the Hubei Provincial Trading (Procurement) Center stated that, moving forward, Hubei Province will actively expand its cross-provincial collaboration network, establishing cooperative relationships with more sister provinces and cities to broaden the sharing of expert resources and technical solutions. As technical standards continue to improve and the collaborative network keeps expanding, remote, geographically dispersed bid evaluation will accelerate the dismantling of regional barriers in the bidding and procurement sector, fostering the free flow of key resources across the country. This, in turn, will continuously inject fresh momentum into efforts aimed at speeding up the development of a unified national market characterized by efficiency, standardization, fairness, and robust competition.
