On September 19, Premier Li Qiang chaired an executive meeting of the State Council, during which he heard a report on efforts to fully implement the spirit of the National Conference on Ecological and Environmental Protection and advance the construction of a Beautiful China. The meeting also reviewed policies related to enforcing domestic product standards in government procurement, as well as discussed the draft amendments to the People's Republic of China Banking Supervision and Administration Law.

The meeting emphasized that building a Beautiful China is a long-term, systematic endeavor that requires sustained and persistent effort. It is essential to deeply implement Xi Jinping’s Thought on Ecological Civilization, firmly uphold the philosophy that "lucid waters and lush mountains are invaluable assets," and prioritize ecology, promote resource conservation and efficient use, and embrace green, low-carbon development—continuously elevating the cause of building a Beautiful China to new heights. We must simultaneously advance high-quality development and high-level environmental protection, leveraging robust ecological safeguards to fuel green growth while using sustainable development strategies to minimize the environmental and resource costs. Moreover, we should remain guided by both clear goals and practical challenges, focusing intently on addressing public expectations by stepping up our efforts. This includes consistently reinforcing and expanding achievements in pollution control, ecological protection, and restoration initiatives. Finally, we must integrate routine management with institutional strengthening, continuously deepening reforms of the ecological civilization system, refining and improving supporting mechanisms, and providing solid institutional backing to ensure the comprehensive advancement of the Beautiful China initiative.

The meeting noted that developing and implementing domestic product standards and related policies in government procurement is a crucial step toward perfecting the government procurement system, as well as a practical move to ensure national treatment for foreign-invested enterprises in this sector. It emphasized the importance of adopting an evidence-based approach, rationally categorizing and setting domestic product standards, and clearly defining specific requirements for key components and critical processes of targeted products. Additionally, the meeting stressed the need to thoroughly gather input from all stakeholders, carefully advance the implementation of these standards, establish reasonable transition periods, and support businesses in proactively aligning their industrial strategies and investment plans. Finally, it underscored the commitment to treating all types of market entities equally and fairly, thereby effectively safeguarding a level playing field for competition.

The meeting discussed and approved in principle the draft amendments to the "Banking Supervision and Administration Law of the People's Republic of China," deciding to submit the draft for deliberation by the Standing Committee of the National People's Congress. The meeting emphasized that the stability of banking financial institutions is crucial to maintaining the overall stability of China's financial system and safeguarding the property security of the public. It was noted that further efforts should be made to strengthen management systems, rigorously crack down on illegal financial activities and unlawful practices in accordance with the law, and encourage financial institutions and their staff to consciously respect, learn, understand, abide by, and apply the law. This will help effectively protect the legitimate rights and interests of financial consumers, proactively prevent and resolve financial risks, and promote the sound and sustainable development of the banking sector.
