1. Bidding Requirements
The construction tender for Section 1 of the Flood Control Project on the Ganhe Key Flash Flood Gully in Luping Town, Fuquan City, has been officially approved by the Qiannan Buyi and Miao Autonomous Prefecture Water Resources Bureau under Document No. Qian Nan Shui Xun Han [2020] No. 2. The project owner is the Fuquan City Small- and Medium-Sized Public Welfare Water Conservancy Project Construction Management Station, and the construction funds are sourced from multiple funding streams: including central government subsidies totaling RMB 5 million, provincial-level subsidies amounting to RMB 1.91 million, and RMB 1.8905 million raised independently by Fuquan City’s fiscal budget. 2.1 Construction Location: Luping Town, Fuquan City
2.2 Project Scope: The construction of this project spans from Ganhe Duimen Mountain at the starting point to Majiazhai Bridge at the end, with a total comprehensive treatment length of 2.37 km. The project is classified as Grade V, and the embankment works are designated as Level 5. The project will safeguard a population of 2,700 people and protect 1,200 mu of cultivated land.
2.3 Project Duration: 180 days
2.4 Scope of Tender: All items specified in the tender documents, construction drawings, and quantity list for this project.

3. Bidder Qualification Requirements
3.1 Bidders for this tender must possess a Grade-III or higher qualification in hydraulic and hydropower engineering construction general contracting, issued by the competent construction administrative authority, and demonstrate adequate construction capabilities in terms of personnel, equipment, and financial resources. Specifically, the project manager nominated by the bidder must hold a Grade-II (or higher) registered Construction Engineer qualification specializing in hydraulic and hydropower projects, along with a valid certificate confirming successful completion of safety production assessments, and must not currently be serving as the project manager for any other ongoing construction projects.
3.2 This tender does not accept bids from consortia.
3.3 Each bidder may submit a bid for only one of the above-mentioned lots.
4. Obtaining the Tender Documents
4.1 (A) Any interested bidders are invited to purchase the tender documents from 09:00 on March 30, 2020, to 23:59 on April 3, 2020 (Beijing Time, same applies hereafter), by presenting a letter of authorization from your organization. For those requesting the documents via mail, an additional handling fee of 0 RMB (including postage) will be charged. The tenderer will dispatch the documents within 0 days after receiving both the letter of authorization and the payment for mailing (including the handling fee).
4.1 (B) Any interested bidders are invited to log in to the Qiannan Prefecture Public Resource Electronic Trading System (http://www.qnggzy.cn) between 09:00 on March 30, 2020, and 23:59 on April 3, 2020 (Beijing time, same below), to purchase and download the electronic tender documents.
4.2 The tender documents are sold at 800 yuan per set, with no refunds after purchase. There is no deposit required for the drawings, and it will be returned upon your return of the drawings (no interest will be paid).
5. Submission of Bidding Documents
5.1 (A) The deadline for submitting bid documents (hereinafter referred to as the bidding deadline) is 09:30 on April 21, 2020, at the Qiannan Prefecture Public Resources Trading Center (located at Qinnan Avenue, Duyun City, Guizhou Province, inside the former Qiannan Agricultural Machinery School).
5.1(B) The deadline for submitting bid documents (hereinafter referred to as the "bid deadline") is 09:30 on April 21, 2020. Bidders must submit their electronic bid documents via the Qiannan Prefecture Public Resource Trading Center website before the deadline.
5.2(A) Bids delivered late, not delivered to the designated location, or improperly sealed according to the tender document requirements will be rejected by the procuring entity.
5.2(B) Bids delivered after the deadline will be rejected by the electronic bidding platform.
6. Medium for publishing the announcement
This tender announcement has been simultaneously published on the Guizhou Provincial Public Procurement and Bidding Service Platform and the Qiannan Prefecture Public Resource Trading Center website.
7. Other
Bidders should regularly monitor the Qian Nan Prefecture Public Resource Trading Center website for any notices regarding document clarifications and corrections. If bidders fail to check the website promptly, they will be solely responsible for any resulting consequences.
