8. Bidder Qualification Requirements

(1) General Qualification Requirements
(1) Must meet the requirements stipulated in Article 22 of the Government Procurement Law of the People’s Republic of China; (2) Must possess a valid copy of the Business License, a copy of the Organization Code Certificate, and a copy of the Tax Registration Certificate (or a unified business license covering all three documents); (3) Must hold simultaneously: a valid Grade II or higher professional contracting qualification in architectural decoration and renovation projects issued by the competent construction administrative authority, a Grade III or higher general contracting qualification for mechanical and electrical engineering construction, and a specialized Grade B or higher design qualification for architectural decoration projects; (4) The proposed project manager must hold a registered Construction Engineer qualification of Grade II or higher specializing in architectural engineering, possess a valid Safety Production Assessment Certificate, and must not currently be serving as the project manager for any other ongoing construction projects; (5) Must hold a valid Safety Production License issued by the competent construction administrative authority; (6) Provide printed pages from the "Credit China" website (www.creditchina.gov.cn) and the "China Government Procurement Website" (www.ccgp.gov.cn) displaying the relevant entities' credit records, duly stamped with the organization's official seal. The query must be conducted at any point after the publication of this announcement. Suppliers listed as dishonest debtors subject to enforcement, parties involved in major tax violations, or those on the list of serious procurement-related breaches still under enforcement will be disqualified from participating in this procurement activity; (7) This project does not accept bids from joint ventures. -

Once your registration is verified, you can obtain a CA digital certificate to securely access the National Public Resource Trading Platform (Qiandongnan Prefecture, Guizhou Province) and participate in bidding and auction activities. Please note that on-site registrations will not be accepted for this project. Any trader unable to register due to failure to comply with these requirements will be solely responsible for any resulting consequences. 2. Price: Free of charge (0 RMB). 3. In accordance with COVID-19 prevention and control measures, each bidding supplier may send only one representative to attend the project’s bid opening ceremony. This precaution aims to minimize gatherings at the event site and ensure the smooth execution of the bidding process. (1) If you have traveled to or had close contact with individuals from high-risk areas such as Wuhan City, Hubei Province, within approximately 15 days prior to the bid opening, or if you experience symptoms like headache, fever, cough, or fatigue, kindly refrain from attending the event and avoid entering the bid opening venue.
