(1) General Qualification Requirements
1. Must meet the requirements outlined in Article 22 of the Government Procurement Law of the People's Republic of China; 2. Possess a valid business license, tax registration certificate, and organization code certificate; 3. Hold a valid Grade-3 or higher General Contracting Qualification for Construction Projects issued by the competent construction authority; 4. The project manager must be a registered Construction Engineer with a professional qualification of Grade 2 or above; 5. Hold a valid Safety Production License issued by the competent construction authority; 6. From the date of issuance of the procurement announcement until the deadline for submitting tender documents, bidders must provide screenshots from the "Credit China" website (www.creditchina.gov.cn) and the "China Government Procurement Network" (www.ccgp.gov.cn), confirming they have no adverse credit records. These screenshots must be stamped with the official company seal. (Suppliers listed as Discredited Persons Subject to Enforcement, parties involved in Major Tax Violations, or entities on the List of Serious Illegal and Untrustworthy Behaviors in Government Procurement—provided such listings are still active during the bidding period—will be disqualified from participating in this procurement activity.) 7. Joint bids are not accepted for this project.

1. Possess original copies of a valid business license, tax registration certificate, and organization code certificate. 2. Hold original copies of a valid Grade-3 or higher construction project general contracting qualification issued by the competent construction authority. 3. The project manager must hold an original registered constructor certificate in civil engineering, with at least Grade-2 professional certification. 4. Provide original copies of a valid safety production license issued by the competent construction authority. 5. From the date of the procurement announcement to the deadline for submitting bid documents, bidders must submit screenshots from the "Credit China" website (www.creditchina.gov.cn) and the "China Government Procurement Website" (www.ccgp.gov.cn), confirming they have no adverse credit records. These screenshots must be stamped with the official company seal. (Suppliers listed as dishonest debtors subject to enforcement, parties involved in major tax violations, or entities on the list of serious government procurement misconduct currently under enforcement will be disqualified from participating in this procurement activity.) 6. If the legal representative attends, they must bring the original Legal Representative Identity Certificate along with their original ID card. 7.
