(1) General Qualification Requirements
1. Must meet the requirements stipulated in Article 22 of the Government Procurement Law of the People's Republic of China; 2. Must possess a valid business license, tax registration certificate, and organization code certificate; 3. Must hold a valid Grade-3 or higher General Contracting Qualification for Construction Projects issued by the competent construction authority; 4. The project manager must be a registered construction engineer with a Grade-2 or higher professional qualification in construction engineering; 5. Must have a valid Safety Production License issued by the competent construction authority; 6. From the date of issuance of the procurement announcement until the deadline for submitting tender documents, bidders must provide screenshots from the "Credit China" website (www.creditchina.gov.cn) and the "China Government Procurement Network" (www.ccgp.gov.cn), confirming they have no adverse credit records. These screenshots must be stamped with the official company seal. (Suppliers listed as Discredited Persons Subject to Enforcement, Parties Involved in Major Tax Violations, or Entities on the List of Serious Illegal and Dishonest Behaviors in Government Procurement—provided they are still within their enforcement periods—will be disqualified from participating in this procurement activity.) 7. Joint bids are not accepted for this project.

Original copy of a registered construction engineer with Grade-2 or higher professional certification, appointed as the project manager. 4. Original copy of a valid safety production license issued by the construction authority. 5. Within the period from the date of the procurement announcement to the deadline for submitting bid documents, bidders must provide screenshots from the "Credit China" website (www.creditchina.gov.cn) and the "China Government Procurement Website" (www.ccgp.gov.cn), confirming they have no adverse credit records. These screenshots must be stamped with the official company seal. (Suppliers listed as dishonest debtors subject to enforcement, parties involved in major tax violations, or entities on the list of serious government procurement misconduct currently under enforcement will be disqualified from participating in this procurement activity.) 6. If the legal representative attends in person, they must bring the original Legal Representative Identity Certificate and their own original ID card. 7. If an authorized agent attends, they must present the original Power of Attorney signed by the legal representative along with their own original ID card.
