Dear Potential Bidders:
Clarification regarding the tender documents for the "Qian Dongnan Prefecture Construction Engineering General Corporation's Old City Slum Renovation Project—Construction of Buildings 4#, 6#, 7#, and 8# (Supervision)":
I. On page 36 of the tender documents, the original text reads:

2.2.1(4) Project Supervision Agency (27 points) One Chief Project Manager (10 points) Holding a nationally registered Certificate of Supervision Engineer, with registration specialties including residential building construction, earns 4 points; possessing an intermediate-level or higher professional title awards 2 points, while having a qualified certificate for safety production training (Category B) earns another 4 points—totaling up to 10 points.
Copies of the above documents must be provided, stamped with the official company seal.
The copies of registration certificates provided by the supervisory engineers above must match the registration information held by the Ministry of Construction. Any discrepancies discovered during inspection will result in the cancellation of the bidding unit's eligibility to participate in the tender, along with a record of misconduct.
1 Cost Engineering Supervision Engineer (5 points) Having one registered cost engineer certification earns 5 points, with a maximum of 5 points possible for this item.
Copies of the above documents must be provided, stamped with the official company seal.
The copies of the above-mentioned registration certificates must match the registration information held by the Ministry of Construction. Any discrepancies discovered during inspection will result in the disqualification of the bidding company from evaluation, along with a record of misconduct.
1 Civil Construction Specialist Supervising Engineer (8 points) Holders of a professional supervisory engineer certificate who also possess an intermediate-level professional title receive 4 points, while those with a qualified safety production training certificate (Category B) earn another 4 points—bringing the maximum possible score for this item to 8. Failure to meet either requirement results in no points being awarded.
Copies of the above documents must be provided, stamped with the official company seal.
The copies of registration certificates provided by the supervisory engineers above must match the registration information held by the Guizhou Provincial Supervision Association. If discrepancies are detected during inspection, the bidding company will be disqualified from evaluation and will face a record of misconduct.
Supervisor (4 points) One supervisor earns 2 points, and each additional supervisor adds another 2 points, up to a maximum of 4 points. All documents must be submitted as photocopies stamped with the official company seal.

For projects supervised by the company that earned recognition as a provincial-level or higher model construction site for safety and civilization between 2016 and 2019, one such project receives 2.5 points, with an additional 2.5 points awarded for each extra project, up to a maximum of 5 points. Similarly, receiving a provincial-level or higher award for high-quality structural engineering earns 3 points, with another 3 points added for each additional award, capping the total at 6 points. The maximum score achievable under this criterion is 11 points. All awards will be evaluated based on the date indicated on the official certificate; original certificates must be submitted for verification—failure to provide originals will result in no credit being awarded.
2. Companies receive 2 points for obtaining certification under the quality management system; a copy stamped with the official company seal must be provided for verification—original documents will not be accepted and no points will be awarded.
