8. Qualification Requirements for Bidding Suppliers
(1) General Qualification Requirements
(1) Complies with Article 22 of the Government Procurement Law of the People's Republic of China;
(2) Possesses a valid and legally recognized business license, tax registration certificate, organization code certificate, or a unified "three-in-one" business license;
(3) The legal representative attending the negotiation meeting must present their original, valid ID card; if a corporate authorized representative attends, they must bring both the company’s authorization letter and their own valid ID document;
(4) Holds Grade-A urban and rural planning or land planning qualifications issued by the relevant administrative authority;
(5) Provides a written statement confirming that neither the supplier nor its legal representative has engaged in bribery-related criminal activities over the past three years;
(6) Submission of proof of payment for the bid bond (suppliers must exchange this payment receipt for an official bid bond receipt at the project registration desk);
(7) Joint bids from consortia are accepted for this project.
