2. Project Overview and Scope of Tender
2.1 Construction Site: Qian Dongnan High-Tech Zone (East Side of Jian Dao Wan Road, Qingxin Village, Yatang Subdistrict, Kaili City)
2.2 Project Scope: Construction includes a 27,000-square-meter comprehensive building for the Qiandongnan Prefecture Public Training Base, as well as a 12,000-square-meter integrated teaching and training facility for ethnic culture and arts (featuring an early childhood education training center). The total construction area amounts to 39,000 square meters, with earthworks and excavation totaling approximately 500,000 cubic meters. Additionally, the project involves rebuilding the experimental high school’s sports field, along with developing new infrastructure such as the campus’ west gate, plaza, roads, lighting systems, and landscaping.
2.3 Planned Duration: 365 Sky
2.4 Scope of the Tender: 1. Site investigation includes: geological survey tasks as specified by the employer, including preliminary and detailed surveys, along with related technical services. 2. Design encompasses: schematic design and construction drawing design (excluding the preliminary design stage), providing design technical briefings, addressing design-related technical issues during construction, offering on-site coordination services, and delivering post-completion support services. 3. Construction involves: executing all works within the scope of construction drawings and design changes—such as site grading and civil engineering—as well as procuring, installing, and coordinating building equipment and materials, alongside ongoing on-site support and follow-up services.
3. Bidder Qualification Requirements
3.1 Bidders for this tender must possess Construction administrative authorities issue Grade II or higher construction project general contracting licenses, as well as Grade B or higher professional licenses in engineering surveying (geotechnical engineering) and Grade A or higher licenses in the architectural design industry (construction projects). Qualifications, / Performance, along with corresponding construction capabilities in terms of personnel, equipment, and funding.
3.2 This Tender Accept Joint bidding. For joint bids, the following requirements must be met: (1) Each member of the consortium shall sign a consortium agreement in the format provided in the tender documents, clearly outlining the lead entity and the rights and obligations of all parties involved. (4) The construction company serving as the consortium’s lead entity must hold a Grade II or higher Construction Engineering General Contracting license issued by the relevant construction administration authority. (5) The total number of entities forming the consortium cannot exceed 3. (6) When obtaining the tender documents, only the lead entity needs to enter the required information during the consortium’s bidding process. 。
4. Obtaining the Tender Documents

4.3 Bidders shall pay either in cash or via scan-to-pay upon submission of their bid documents. The method for issuing the invoice will be communicated on-site by the agency.
5. Submission of Bidding Documents
5.1(A) The deadline for submitting bid documents (hereinafter referred to as the bidding deadline) is September 15, 2020, 2:30 PM , located at Qiandongnan Prefecture Public Resource Trading Center (Blocks 3-4, He Xiangju, Kaili City, Qiandongnan Miao and Dong Autonomous Prefecture) 。
