II. Project Overview and Scope of Tender

1. Construction Location: Fuquan City

2. Project Scope: (1) Natural Gas Pipeline Network Construction: Construction of two stations—Machangping and Niuchang—and the installation of 32 km of medium-pressure pipelines (DN400 main lines), along with 27.18 km of DN200 branch lines, 5.80 km of DN60 branches, 14.5 km of DN10 branches, and 18.8 km of DN90 branches. Additionally, enterprise-specific inlet pipelines and supporting facilities will be built to deliver 312.9 million m³/year of natural gas for industrial use. (2) Construction of Wastewater Treatment, Drainage, and Reclaimed Water Systems in the Industrial Park: - In the Shuanglong Cluster, one reclaimed water system with a capacity of 20,000 m³/day and one domestic wastewater treatment plant (400 m³/day) will be established. - In the Luotaitang Cluster, one reclaimed water system (12,000 m³/day) and one domestic wastewater treatment plant (1,000 m³/day) will be constructed. - A domestic wastewater treatment plant with a capacity of 1,500 m³/day will be built in the Longchang Industrial Park. - Another domestic wastewater treatment plant capable of handling 2,000 m³/day will be set up in Machangping. (3) Construction of Steam Supply System in the Industrial Park: Utilizing steam from Guodian (Fuquan) Power Plant, the project aims to supply 1.5 million tons of steam annually to park-based enterprises. To support this, 13.7 kilometers of new pipeline networks will be constructed. (4) Infrastructure Development for the Fuquan Industrial Park Phosphogypsum Building Materials Industry Park: This project covers a total area of approximately 1034.67 acres and includes key components such as site leveling, retaining walls, road construction, water and sewage networks, fire protection systems, landscaping, lighting, and a 35 kV substation. Additionally, the project will feature 58,700 square meters of warehousing and logistics facilities, as well as an 80,500-square-meter parking area. (5) Industrial and Domestic Water Supply Projects in the Park: - In the Shuanglong Cluster: 25,000 m³/day of industrial water and 8,000 m³/day of domestic water will be provided. - In the Luotaitang Cluster: 10,000 m³/day of industrial water and 2,000 m³/day of domestic water will be supplied. - In the Longchang Park: 5,000 m³/day of industrial water will be available. - In the Machangping area: 20,000 m³/day of industrial water will be delivered via dedicated pipeline networks. (6) Road Network Development in the Park: New construction will include two main roads measuring 22 meters wide and 2 kilometers long, two roads 18 meters wide and 2 kilometers long, and two roads 12 meters wide and 2 kilometers long. Each road will be complemented by landscaping, lighting systems, and integrated drainage networks. (7) This tender pertains specifically to the industrial water supply project for the Luotaitang Cluster.

III. Applicant Qualification Requirements

1. Bidding Conditions: Bidders must possess the following qualifications and capabilities: - Design firms must hold a Grade B or higher architectural design qualification in the construction industry (for building projects), issued by the competent construction administrative authority and aligned with the scope of this project. - Construction firms must have a Grade III or higher general contracting qualification for building engineering projects, or a Grade III or higher general contracting qualification for municipal public works projects. Additionally, they must be legally independent entities and demonstrate sufficient expertise in terms of personnel, equipment, and financial resources to successfully undertake the construction tasks for this specific lot. Furthermore: - The design team leader must either hold a Grade II Registered Architect certification or possess relevant professional expertise in building engineering. - The proposed construction project manager (site supervisor) must be a Grade II Registered Construction Engineer specializing in municipal public works (including temporary registration). They must also hold a valid certificate confirming their competency in safety production management and must not currently serve as the project manager for any other ongoing construction projects—or, if already assigned to another project, must be available to immediately withdraw from that role to take on this new position.
