II. Applicant Qualification Requirements

General eligibility requirements: 1. Must meet the requirements stipulated in Article 22 of the Government Procurement Law of the People's Republic of China; 2. Hold a valid Grade-III or higher construction project general contracting qualification issued by the competent construction authority; 4. The project manager must be a registered construction engineer with a Grade-II or higher professional qualification in architectural engineering; 5. Hold a valid safety production license issued by the competent construction authority; 6. From the date of issuance of the procurement announcement until the deadline for submitting tender documents, bidders must provide screenshots from the "Credit China" website (www.creditchina.gov.cn) and the "China Government Procurement Network" (www.ccgp.gov.cn), confirming they have no adverse credit records. These screenshots must be stamped with the official company seal. (Suppliers listed as untrustworthy enforcement targets, parties involved in major tax-related violations, or entities on the list of serious government procurement misconduct—provided such listings are still active—are disqualified from participating in this procurement activity.) 7.
