3. Bidder Qualification Requirements
3.1 Bidders for this tender must possess The design firm must hold a Grade B or higher architectural design qualification in the construction industry (building engineering), issued by the construction administrative authority and aligned with the scope of this project's tender. Meanwhile, the construction contractor must possess a Grade III or higher general contracting qualification for building engineering projects or a Grade III or higher general contracting license for municipal public works projects. Additionally, both the design and construction entities must have independent legal status and demonstrate sufficient capabilities—both in terms of personnel, equipment, and financial resources—to successfully undertake the construction tasks for this specific bid section. Notably, the design manager must either hold a Grade II Registered Architect qualification or have relevant expertise in building engineering. As for the proposed construction project manager (site supervisor), they must be a Grade II Registered Construction Engineer specializing in municipal public works (including temporary registration). Furthermore, the project manager must hold a valid certificate confirming successful completion of safety production assessments and must not currently serve as the project manager for any other ongoing construction projects. Alternatively, they should be available to immediately step down from their current role if assigned to lead this particular project.
