This project will not organize on-site inspections, nor will it hold a Q&A session for bidders at the construction site.

8. Bidder Qualification Requirements

(1) General Qualification Requirements

1. Possessing the capacity to independently assume civil liability (original or a copy of the business license, stamped with the official company seal);

2. Possessing a solid business reputation and a sound financial accounting system (supported by recent financial audit reports issued by a legally recognized auditing firm, or by certified copies of valid creditworthiness certificates from a bank, stamped with the official company seal).

3. Possess the necessary equipment and professional technical capabilities required to fulfill the contract (self-pledged, format to be determined by you);

4. Possess a good record of legally paying taxes and social security contributions (provide relevant documentation proving tax payments for any single month from 2019 to the present, as well as proof of social security contributions for any single month from 2019 to the present; newly established companies that have been operating for less than one year must also submit a creditworthiness certificate issued by their primary bank account provider).

5. Within the three years prior to participating in this government procurement activity, there have been no significant legal violations in business operations (original or certified copy of a written statement, stamped with the official company seal).

(6) Other conditions stipulated by laws and administrative regulations: Bidding suppliers must not be listed on the "Credit China" website (www.creditchina.gov.cn) as entities subject to enforcement due to dishonesty or involved in major tax-related violations. Additionally, they must not appear on the list of suppliers banned by the Ministry of Finance from participating in government procurement activities, as recorded on the "China Government Procurement Website" (www.ccgp.gov.cn), within the time frame and geographic scope specified in the relevant penalty decision.
