Channels and methods for raising objections
The announcement of the bidding results will remain public until December 14, 2020. Bidders or other stakeholders who have objections to the evaluation results of projects legally required to undergo tendering must raise their concerns during the公示 period of the中标候选人 (short for "winning candidate" or "project shortlisted for award"). According to the "Measures for Handling Complaints in Tendering and Bidding Activities for Engineering Construction Projects" (Order No. 11 issued by seven ministries and commissions), bidders and other stakeholders who believe that the tendering and bidding process for this project does not comply with laws and administrative regulations may file a complaint within 10 days from the date they became aware—or should have become aware—of such non-compliance. When filing a complaint, the complainant must submit a formal complaint letter, which should include the following details:
(1) The complainant’s name, address, and valid contact information;
(2) The respondent’s name, address, and valid contact information;
(3) The basic facts of the complaint;
(4) Related requests and claims;
(5) Valid leads and relevant supporting documents.
If the complainant is a legal entity, the complaint must be signed and stamped by its legal representative or an authorized representative. For complaints submitted by other organizations or individuals, the document must be signed by the organization’s principal officer or the complainant themselves, accompanied by a copy of a valid identification document. If any materials included in the complaint are in a foreign language, the complainant must also provide a Chinese translation.
