8. Qualification Requirements for Bidding Suppliers:
(1) General Qualification Requirements
Materials suppliers must provide when purchasing negotiation documents:
1. 1. Original copies of a valid business license, tax registration certificate, and organization code certificate are required. 2. Suppliers must hold either a Grade-3 (or higher) General Contracting License for Power Engineering Construction or a Grade-3 (or higher) Specialized Contracting License for Transmission and Substation Engineering, as well as a Power Facility Installation (Repair, Testing) Permit issued by a branch office of the National Energy Administration. Additionally, they must possess at least a Grade-5 qualification for installation-related services and a Grade-5 or higher qualification for maintenance services. 3. The project manager must hold a Grade-2 (or higher) Registered Construction Engineer certification in Mechanical and Electrical Engineering. 4. A screenshot confirming the supplier’s clean record on the Credit China website, duly stamped with the company’s official seal, must be provided. 5. If a proxy attends on behalf of the supplier, they must bring the original copy of the legal representative’s authorization letter and their own original ID card. 6. If the legal representative attends personally, they must present the original Legal Representative Identity Certificate along with their own original ID card.
Note: ① If the supplier’s business license is a "three-in-one" or "five-in-one" version, only the copy of the business license containing the Unified Social Credit Code needs to be provided. The copies of the tax registration certificate and the organization code certificate are not required.
② Suppliers must submit one set of photocopies, stamped with the official red seal, to the agency for archiving upon registration.
③ The project does not accept bids from consortia.
