8. Bidder Qualification Requirements
(1) Comply with Article 22 of the Government Procurement Law and provide the documents specified in Article 17 of the Implementing Regulations of the Government Procurement Law. ① Possess independent capacity to assume civil liabilities: Suppliers must submit supporting documents such as a business license, tax registration certificate, and organizational code certificate (or a unified social credit code certificate if the entity holds a "three-in-one" or "five-in-one" license), along with proof of legal entity status (e.g., corporate entity, institutional entity, public institution entity, or social organization entity). Alternatively, natural persons may provide their personal identification documents. ② Demonstrate sound commercial reputation and a robust financial accounting system: For corporate suppliers, submit either the 2019 annual financial audit report or financial statements issued by a legally recognized auditing firm, or a creditworthiness certificate issued by the supplier’s primary bank within the past three months. For certain other organizations and individual suppliers without an official financial audit report, a credit certificate from a bank may suffice. ③ Exhibit the necessary equipment and professional technical capabilities to fulfill the contract: Provide relevant documentation detailing the project’s technical service plan, or submit a self-declared statement confirming compliance. ④ Maintain a consistent record of lawful tax and social security contributions: Submit proof of tax and social security payments made during any three-month period between January 1, 2020, and the bid submission deadline. ⑤ Certify that there have been no illegal or non-compliant activities in business operations over the past three years prior to participating in this government procurement activity: Bidders must provide a self-declared statement (format to be determined by the bidder). ⑥ Meet any additional conditions stipulated by laws and administrative regulations: (1) Suppliers must commit that they are not listed on any of the following platforms—“Credit China” website (www.creditchina.gov.cn), the China Government Procurement Network (www.ccgp.gov.cn), or other relevant databases—as entities subject to enforcement actions for untrustworthiness, major tax-related violations, or serious breaches of integrity in government procurement. If a supplier is found to be listed on any of these platforms, their bidding eligibility will be revoked, and they shall bear all legal responsibilities and consequences arising from this decision.
