2. Project Overview and Scope of Tender
2.1 Construction Location: Qingshui River-Yilong Pilot Zone
2.2 Project Scope: Section 1: The QingShuiHe–YiLong Pilot Zone Natural Gas Pipeline, which begins at the QingShuiHe Distribution Station and ends at the YiLong Gas Transmission Station, stretches a total of 41.6 km (including the 5.8-km branch line leading to the HongXing Industrial Park). It is designed for a pressure rating of 6.3 MPa and has a pipe diameter of D406.4 mm. The project also includes two配套 gas transmission stations—YiLong and HongXing—as well as two valve stations located in MaLing and DingXiao.
2.3 Planned Duration: 300 Sky
2.4 Scope of the Tender: (1) The QingShui River–Yilong Pilot Zone natural gas pipeline starts at the QingShui River Distribution Station and ends at the Yilong Gas Transmission Station, spanning a total length of 41.6 km (including a 5.8-km branch line serving the HongXing Industrial Park). It is designed for a pressure of 6.3 MPa and features a pipe diameter of D406.4 mm. The pipeline is complemented by two gas transmission stations—Yilong and HongXing—as well as two valve stations located in Maliang and DingXiao. (2) The construction drawings specify all work required—from line stakeout and cleaning to nitrogen purging of the pipeline, followed by commissioning and trial operation support. (3) In accordance with relevant national standards and safety operating procedures, necessary construction organization measures will be implemented, including but not limited to equipment mobilization and demobilization, dewatering and drainage systems, cofferdam diversion, demolition of existing structures, construction access roads, zigzagging paths, hydrostatic testing, pipe storage yard arrangements, and relocation of utility poles. (4) This scope also includes, but is not limited to, tasks essential for project completion acceptance, preparation of final documentation, handover for operational use, and any additional activities required or incidental to the warranty period. (5) All welding procedure qualification tests and inspection activities at valve stations and field facilities are covered, excluding non-destructive testing of weld joints. (6) Responsibilities include securing rights-of-way for crossings over roads and rivers, conducting landform restoration, and obtaining the necessary certificates confirming successful restoration. (7) Procurement Scope: All materials and equipment required for the project shall be provided by the bidder, covering everything from pipeline pipes and fittings to specialized valves for station and valve room applications, horizontal separators, pig launch/receiver stations, vent risers, SCADA systems, metering and pressure regulating skids, pressure and temperature sensors, pressure gauge root valves, low-voltage prefabricated substations, diesel generator sets, uninterruptible power supplies, and more. Costs associated with the procurement of these materials and equipment will be settled based on actual expenses incurred, with reimbursement claims processed accordingly. Additionally, a procurement service fee and storage charge equivalent to 3% of the total procurement cost will be applied. (8) Land Acquisition Responsibilities: The contracting authority will manage all aspects of permanent and temporary land acquisition along the pipeline route, including demolition and resettlement of structures, installation of three markers and signage, compensation for crops and seedlings, and payment for ground attachments. Coordination with local authorities regarding land acquisition matters will also be handled by the contractor. Furthermore, the contractor will oversee permanent land acquisition for valve stations, determine and monitor standard land-use requirements for the pipeline corridor, arrange for forestland and tree compensation payments, contribute to the reforestation fund, obtain necessary permits for tree felling, secure official approval for forestland usage, and facilitate all related logistics for accessing forested areas. (9) Subcontracting of the main project scope is strictly prohibited. For non-core components requiring subcontracting, prior written approval from the contracting authority is mandatory. Subcontractors are explicitly forbidden from further subletting their assigned work packages. 2.5 This project will not utilize the simplified procurement process.

3. Bidder Qualification Requirements
3.1 Bidders for this tender must possess 1. A separate legal entity with a valid, registered enterprise business license issued by the Administration for Industry and Commerce. 2. For this tender, bidders must possess a Grade-I or higher General Contracting License for Petrochemical Engineering Construction issued by the national construction administrative authority, as well as both GA1-level and GC1-level pressure piping installation permits. Additionally, bidders must hold a valid Safety Production License and demonstrate adequate construction capabilities in terms of personnel, equipment, and financial resources. 3. Specifically, the project manager nominated by the bidder must be a registered Grade-I Mechanical and Electrical Engineer (registered under the bidder’s own organization).
