1.  Bidding Conditions

2 ．Scope and Content of the Tender

Project Name: Construction Bidding for the Huangguoshu Grand Waterfall Scenic Area Trail Loop Renovation Project ；

Project location: Guizhou Huangguoshu Scenic Area ；

Project Scope: The project includes expanding and renovating the evacuation platform by 176㎡, reconstructing the suspension bridge to a length of 52.5m, repairing approximately 630m of walking trails, and adding new commercial wooden structures covering about 453㎡, along with safety measures addressing potential hazards above the trails. ；

Project Duration: 75 calendar days ；

3 Bidder Qualification Requirements

3.1  This tender requires bidders to hold a Grade-3 or higher municipal public works construction general contracting license issued by the competent construction administrative authority, as well as a Grade-B or higher qualification for geological hazard prevention and control engineering construction issued by the land and resources department. Bidders must also demonstrate adequate construction capabilities in terms of personnel, equipment, and financial resources. Specifically, the project manager nominated by the applicant must possess a Grade-2 registered constructor qualification specializing in municipal engineering and must not currently be assigned to any other ongoing construction projects—or serving as the project manager for any such ongoing projects.

3.2  This tender accepts bids from consortia. Bidding requirements for consortiums are as follows: (1) The consortium must submit a joint bid as a single bidder; all other members forming the consortium must also possess the additional qualifications required for this project. (2) A consortium may consist of no more than two entities, and each member must be an independent legal entity. (3) All parties within the consortium must sign a consortium agreement, clearly outlining the lead entity and specifying the tasks and responsibilities assigned to each consortium member. Additionally, the bid bond must be submitted by the consortium’s lead entity. (4) No member of the consortium is permitted to submit its own separate bid individually, nor can it form a new consortium or join another consortium to bid on this project.
