2.2 Project Scope: The project is designed on a scale of 41,496.8 mu, encompassing the following key land transformation activities: - **Newly created farmland**: 3,802.7505 mu, including 3,267.636 mu of paddy fields and 535.1145 mu of dryland. - **Conversion of dryland to paddy fields**: 2,510.2305 mu. - **Development of scattered grasslands into new farmland**: 62.163 mu, comprising 30.966 mu of paddy fields and 31.197 mu of dryland. 2.4 Scope of the Tender: The design encompasses both preliminary work—such as land surveying, project feasibility studies, site investigations, project design, and budget preparation—as well as post-construction activities, including竣工验收 (engineering review, project acceptance, final account preparation, and revaluation and registration of the land after project completion)—all aimed at generating reliable new farmland indicators. 3.1 Bidders for this tender must possess Second-level or higher General Contracting for Municipal Public Works Construction, and Class B or higher Surveying & Mapping Services, and Class B or higher Land Planning Services Qualifications, / Performance, along with corresponding construction capabilities in terms of personnel, equipment, and funding.

For joint bids, the following requirements must be met: (1) Each member of the consortium shall sign a consortium agreement in the format provided in the tender documents, clearly defining the lead entity and the rights and obligations of all parties involved.
