II. Applicant Qualification Requirements

Applicant Qualification Requirements: Applicants must meet the criteria outlined in Article 22 of the Government Procurement Law and provide the documentation specified in Article 17 of the Implementing Regulations of the Government Procurement Law: 1. Possess the ability to independently assume civil liabilities: Provide valid proof such as a valid business license for legal entities or other organizations. 2. Demonstrate sound commercial credibility and a robust financial accounting system: Submit either the 2020 or 2021 annual financial audit report issued by a qualified accounting firm, or the company’s own financial statements for the last month of 2020 or 2021 (certified with the official financial seal), or a creditworthiness certificate issued by a bank (e.g., an enterprise credit report). 3. Show evidence of having the necessary equipment and professional technical capabilities to fulfill the contract: Provide a commitment letter confirming the availability of required equipment and specialized expertise (format to be determined by the applicant). 4. Exhibit a consistent record of timely tax and social security contributions: Suppliers must submit tax payment receipts or certificates of tax compliance for any single month between 2022 and the bid deadline, along with valid proof of social security fund contributions. 5. Certify that there have been no illegal or non-compliant activities in their business operations over the past three years prior to participating in this government procurement activity: Provide a written declaration affirming no significant legal violations occurred during the supplier’s business operations within the last three years (format to be provided by the applicant). 6. Supplier Credit Information: Suppliers listed on the “Credit China” website (www.creditchina.gov.cn) as dishonest debtors subject to enforcement, major tax offenders, or entities with serious records of misconduct in government procurement—provided such listings are still active—will be disqualified from participating in government procurement activities. The supplier must conduct a credit check at any time between the date of purchasing the tender documents and the day before the bid opening. A screenshot of the credit check result, duly stamped with the company’s official seal, must be included as part of the bid documents to serve as both the credit information query record and supporting evidence. 7. Other conditions stipulated by laws and administrative regulations.
