The procuring entity is the Fuquan City Small- and Medium-Sized Public Welfare Water Conservancy Project Construction Management Station, and the project’s funding is entirely self-funded, accounting for 100% of the total project cost.

I. Bidding Conditions

II. Project Overview and Scope of Tender
1. Construction Location: The Qilong River, Qixingguan Section, Fuquan City
2. Project Scope: I. The construction task of this project is to protect farmland along both banks of the Qixingguan section of the Pilong River in Jinshan Subdistrict, Fuquan City, with an engineering benefit of safeguarding 1,000 mu of cultivated land. II. The project is classified as Grade V. We generally agree that the flood protection standard adopted for this project should be based on a 5-year recurrence interval, and the levee project will be designed as Level 5. III. We broadly approve the overall layout of the project as well as the structural design of the main buildings. Specifically, we concur with the proposed measures, including the construction of new bank protections and dredging/sediment removal works, to address the Pilkong River segment from Tiankanzhai to Majiazhai in Fuquan City. The total length of the comprehensive river management project is 1.607 km, involving 2.825 km of newly constructed bank protections (including 1.275 km on the left bank and 1.55 km on the right bank), 2.729 km of newly built pedestrian-friendly roads (with 1.447 km on the left bank and 1.282 km on the right bank), and 1.607 km of riverbed dredging. After technical and economic comparison, we agree that the levee structure will feature gabion retaining walls at the base to protect the foundation, followed by 1:1.5 grass-covered slopes above the foundation, with localized sections reinforced using gravity-type gabion retaining walls. IV. We broadly approve the overall construction layout and the main construction methods for the project. The diversion structures are designated as Level 5, with a diversion standard set at a 3-year recurrence interval. The optimal period for diversion activities has been selected as December through March of the following year. Additionally, we endorse the design of the diversion structures, and the total construction duration for the project is estimated at 6 months. V. We fully support the findings of the physical survey regarding land occupation for this project. The total investment required for permanent land compensation is estimated at 1.7904 million yuan, which will be funded entirely by Fuquan City itself.

III. Applicant Qualification Requirements
1. Bidding Requirements: This tender requires bidders to hold a Grade III or higher qualification in hydraulic and hydropower engineering construction general contracting, issued by the competent construction administrative authority, and to demonstrate adequate construction capabilities in terms of personnel, equipment, and financial resources. Specifically, the project manager nominated by the bidder must possess a Grade II (or higher) registered constructor qualification specializing in hydraulic and hydropower engineering, hold a valid certificate confirming competency in safety production, and must not currently be serving as the project manager for any other ongoing construction projects.
