Following approval from the Liping County Development and Reform Bureau under Document No. [2019]373, an open tender will be conducted for the construction of this project. According to the "Tendering and Bidding Law of the People's Republic of China," Guizhou Provincial Public Resources Trading Center According to the "Provisional Measures for Transaction Management" and other regulations,经 Liping County Development and Reform Bureau With Lifang Gai Shen Pi [2019] No. 373 Approved, Liping County Urban North Industrial Avenue Relocation Area Commercial Land Leveling Project Bidding conditions have been met. The following construction project will be undertaken. Construction Public tendering activity—details are announced as follows:
I. Project Overview
(1) Project Name: Land Leveling Works for Commercial Land in the North Industrial Avenue Relocation Area of Liping County Town
(II) Project Location: Commercial Land in the Relocation Area Along North Industrial Avenue, Liping County Town
(III) Project Category and Structural Type: Construction Project (Building and Municipal Engineering)
(IV) Funding Sources and Project Investment Estimate: State-owned funds amount to 17,000,000.00
(V) Planned Duration: 240 calendar days
(6) Project Overview: The project involves site leveling, covering a total area of 78,232.00 m² (117.46 acres). Total excavation volume is 474,530.08 m³, while the total fill volume stands at 54,602.88 m³. The remaining waste material amounts to 419,927.20 m³. Additionally, retaining walls will be constructed along a length of 714.30 meters, requiring approximately 8,721.60 m³ of material in total.

(II) Scope of the project tender:
The entire scope of work as outlined in the project’s construction bidding documents, clarification documents, additional notices from the employer, the bill of quantities, and the construction drawings.
(III) This project will not follow the simplified procedure.
III. Qualification Requirements for Bidders
(1) Bidder Qualification Requirements: Bidders must possess a Grade-3 or higher Construction Engineering General Contracting License issued by the competent construction administrative authority, and demonstrate adequate capabilities in terms of personnel, equipment, and financial resources to carry out the proposed project effectively.
(II) Qualification Requirements for the Project Manager: The project manager must hold a Grade-2 or higher registered Construction Engineer qualification in the field of architectural engineering, possess a valid Certificate of Competence in Safety Production, and must not currently be serving as the project manager for any other ongoing construction projects.
(III) Each applicant may bid on a maximum of 1 lot, and is allowed to win only 1 lot.
(IV) Joint bids are not accepted for this tender.

4. Obtaining the Bidding Documents
(1) The tender documents will be available from March 14, 2020, to March 19, 2020, at Guizhou Provincial Public Resources Trading Center (Purchase and download at http://ggzy.guizhou.gov.cn)
(II) Each set of tender documents is priced at 500.00 yuan, while each set of drawings or other documents costs 1,000.00 yuan.
5. Submission of Bidding Documents
(1) The deadline for submitting bid documents is 11:00:00 AM on April 3, 2020. Location: Guizhou Provincial Public Resources Trading Center (No. 282 Zunyi Road, Nanming District, Guiyang City, Guizhou Province).
(II) Bids delivered late or not delivered to the designated location will not be accepted by the tenderer.
