Bidding Conditions The distribution system construction project for the First Immigrant Village Project in Qiandong (Sansui) – Fishpond Reservoir Relocation Area has been approved for construction by the Sansui County Development and Reform Bureau through its Approval Document No. 101, "Reply on the Feasibility Study Report of the First Immigrant Village Project in Qiandong (Sansui)." The project owner is the Sansui County Housing and Urban-Rural Construction Bureau, and funding will be sourced from bank loan applications combined with locally raised capital. Construction Tender Announcement: Power Distribution System for the First Relocation Village Project in Qiandong (Sansui) – Fishpond Reservoir Relocation Area
1. Bidding Requirements
The Qian-dong (Sansui) Relocation Project—First Village Construction Project (Fish Pond Reservoir Resettlement Area) — Power Distribution Engineering has been awarded to Sansui County Development and Reform Bureau Regarding the approval of the Feasibility Study Report for the Qian-dong (Sansui) Relocation Village Project No. 1, project construction has been approved under Document No. 101 issued by the Sansui Development and Reform Bureau. The project owner is Sansui County Housing and Urban-Rural Development Bureau , the project will be funded through bank loans and locally raised capital, with a funding ratio of /, and the tendering entity is Sansui County Housing and Urban-Rural Development Bureau The project now meets the conditions for tendering, and we are hereby launching an open tender for its construction.
2. Project Overview and Scope of Tender
2.1 Construction Location: Next to the Sanhui County High-Speed Railway Station
2.2 Project Scope:
(1) Installation and commissioning of 1 complete SCB11-315 kVA distribution transformer for the switchgear room, along with the installation and commissioning of 3 XZB3 prefabricated European-style box-type substations (equipped with 3 SCB11-800 kVA transformers each) and 1 additional XZB3 prefabricated European-style box substation (configured with 1 SCB11-630 kVA transformer). This also includes the installation of 2 outdoor ring main units (one with a 2-in/4-out configuration and another with a 2-in/2-out setup), 2 fixed high-voltage switchgear cabinets for the distribution room, and the installation/commissioning of 6 drawer-type low-voltage switchboards. Additionally, we will install 1 set of 200 kW diesel generators, 2 sets of disconnect switches, 2 sets of surge arresters, 1 smart pole-mounted switch, and 1 concrete utility pole (Φ190 × 12 m). Furthermore, 23 terminal cable distribution boxes (1-in/2-out, pedestal-mounted type) and 1 distribution box for the main distribution room, as well as 2 basement distribution boxes, will be installed and commissioned.
(2) Installation of 90 meters of high-voltage overhead lines (JKLYJ-10 kV-150/10), laying 1,653 meters of high-voltage cables, including 612 meters of YJV22-8.7/15-3×95 high-voltage cables, 1,041 meters of YJV22-8.7/15-3×50 high-voltage cables, and constructing 11,647 meters of cable ducts.
(3) Laying 3,955 meters of low-voltage cables, comprising:
- 60 meters of ZR-YJV-0.6/1-4×185 low-voltage cables,
- 3,135 meters of ZR-YJV22-0.6/1-4×95+1×50 low-voltage cables,
- 470 meters of ZR-YJV22-0.6/1-4×70+1×35 low-voltage cables,
- 350 meters of ZZR-YJV22-0.6/1-4×50+1×25 low-voltage cables.
(4) Installation of individual metering systems for 276 households (Buildings 1#–19#) and an additional 55 households (Buildings 30#–35#, 37#).
2.3 Project Duration: 60 days
2.4 Scope of Tender: All contents specified in the tender documents, clarification documents, and drawings for this project.
2.5 Scope Division: Qian-dong (Sansui) First Village Relocation Project (Yutang Reservoir Resettlement Area) – Power Distribution Engineering
3. Bidder Qualification Requirements
3.1 Bidders for this tender must possess a Grade-III or higher General Contracting License for Power Engineering issued by the construction administrative authority, or a Grade-III or higher Specialized Contracting License for Transmission and Substation Engineering, along with a Power Facility Installation (Repair, Testing) Permit issued by an agency dispatched by the National Energy Administration. They must also hold Grade-V or higher licenses specifically for installation, repair, and testing activities, respectively, as well as demonstrate relevant project experience and have adequate construction capabilities in terms of personnel, equipment, and financial resources.
3.2 This tender does not accept bids from consortia.
3.3 Each bidder may submit a bid for only one of the above-mentioned lots.
4. Obtaining the Tender Documents
4.1(A) Any interested bidders are invited to purchase the tender documents from 00:00 on March 17, 2020, to 00:00 on March 24, 2020 (Beijing time, same below), by presenting a letter of authorization from your organization. For those opting for postal delivery of the tender documents, an additional handling fee (including postage) of 0 RMB will apply. The tender documents will be dispatched within 0 days after the organizer receives both the letter of authorization and the payment for postal delivery (including the handling fee).
4.1(B) Any interested bidders are invited to log in to the National Public Resource Trading Platform (Guizhou Provincial Center) at http://ggzy.guizhou.gov.cn from 00:00 on March 17, 2020, to 00:00 on March 24, 2020 (Beijing time, same below), to download the electronic tender documents.
4.2 The tender documents are sold at 500 yuan per set, with no refunds after purchase. There is no deposit required for the drawings; it will be returned upon your return of the drawings (no interest will be paid).
5. Submission of Bidding Documents
5.1(A) The deadline for submitting bid documents (hereinafter referred to as the "bid deadline") is 11:00 a.m. on April 10, 2020, at the following location: Guizhou Provincial Public Resources Trading Center (No. 282 Zunyi Road, Nanming District, Guiyang City, Guizhou Province).
5.1(B) The deadline for submitting bid documents (hereinafter referred to as the "bid submission deadline") is 11:00 a.m. on April 10, 2020. Bidders must submit their electronic bid documents via/through the designated method before the deadline.
5.2(A) Bids delivered late, not delivered to the designated location, or improperly sealed according to the tender document requirements will be rejected by the procuring entity.
5.2(B) Bids delivered after the deadline will be rejected by the electronic bidding platform.
6. Medium for publishing the announcement
This tender announcement is simultaneously published on the National Public Resource Trading Platform (Guizhou Province - Provincial Center) and the Guizhou Province Tendering & Bidding Public Service Platform.
