Suppliers must submit a "Declaration Letter from SMEs," which must be truthful. Any false declaration will result in legal liability as per the law. ① Eligible micro and small enterprises participating in the bid must provide the SME Declaration Letter (using the format specified in the "Bid Document Format" titled "SME Declaration Letter"). ② Eligible prison enterprises bidding must submit proof documents issued by prison or drug rehabilitation administrations at or above the provincial level (including the Xinjiang Production and Construction Corps), confirming their status as prison enterprises; in such cases, the SME Declaration Letter is not required. ③ Eligible welfare-oriented organizations for persons with disabilities participating in the bid must provide the Welfare-Oriented Organization Declaration Letter for Persons with Disabilities (using the format specified in the "Bid Document Format" titled "Welfare-Oriented Organization Declaration Letter for Persons with Disabilities"). 2. Exhibit a consistent record of timely tax payments and social security contributions: Suppliers must submit tax payment receipts or official tax clearance certificates covering any single month from 2022 up to the bid deadline, along with valid documentation proving their compliance with social security obligations. Suppliers exempt from taxes under the law or not required to contribute to social security schemes should provide appropriate supporting documents. 5. Certify that there have been no illegal or non-compliant activities in their business operations over the past three years: Submit a written declaration affirming the absence of significant legal violations during the supplier’s operational history within the last three years prior to participating in this procurement activity. Supplier Credit Information: Suppliers listed on the "Credit China" website (www.creditchina.gov.cn) as Discredited Persons Subject to Enforcement, Major Tax Violation Case Parties, or Entities with Serious Dishonesty Records in Government Procurement Activities currently under enforcement will be disqualified from participating in this procurement process. The supplier must provide a screenshot of the credit check results—complete with the official company stamp—as documented evidence of the credit inquiry, which will be included in the tender documents. The credit check must be conducted at any time between the date of purchasing the tender documents and the day before the bid opening.
