This project requires obtaining tender documents online. (For detailed instructions, refer to the "Information Database Management Platform → Guide for Enterprise/Organization Information Registration" or "Guide for Individual Information Registration" available on the National Public Resource Trading Platform’s official website.) Alternatively, you may contact the information database hotline at 0855-8685619 or 8685617 for assistance. Once your registration and verification are approved, you can proceed to obtain a CA digital certificate, enabling you to log in to the National Public Resource Trading Platform (Guizhou Province, Qiandongnan Prefecture) to participate in bidding and auction activities. Please note that this project does not allow on-site retrieval of tender documents. Any trading entity unable to participate in the bidding due to failure to register will be solely responsible for any resulting consequences.
Note: ① This project utilizes a fully electronic transaction process, with bids submitted exclusively as digital documents via online submission (for detailed submission instructions, please refer to the procurement documents). ④ This project will utilize a paperless bidding process, eliminating the need for suppliers to physically attend the bid opening venue. Instead, before the scheduled bid opening time, suppliers must ensure their computer systems, CA tokens, internet connectivity, and other technical requirements are fully functional, as outlined in the "Qiandongnan Non-Bidding Project Operation Guide for the Paperless Bid Opening Hall." They must then complete all required online tasks—such as submitting their bid (response) documents, performing online check-in, and decrypting files—within the specified timeframe.
If, due to insufficient supplier-provided software or hardware, or network issues, suppliers fail to complete online check-in, decryption, or pass the qualification review, they will be solely responsible for any resulting consequences.
⑤ Suppliers should promptly log in to "Qiandongnan Prefecture Public Resource Trading Website → Service Guide → Download Center" to review the "Non-Bidding Project Operation Guide for Qiandongnan Paperless Bidding Hall," and ensure that all necessary equipment is properly configured, installed, and tested in advance.
